from the british balegates to the International "pium Con-
ference.
As regards the proposal of the delegates that His
Hajesty's Jovernment should use their influence to induce
the French and Jerman Governments to ratify the Convention,
wir 3. Jrey's view is that, while, in the event of dermany
ratifying the Convention, he would not be averse to urging
upou the French Goverment the impolicy of remaining out-
side, in the present circumstances it is for the ..etherland
Government to initiate any representations that may be made
to outstanding Powers and that unless and until their sup-
